Chishio Kougake is a passive technique, always active in any members of the clan that have achieved it that allows a member of the clan to wield one of the powerful and unique clan's weapons, called Kuroken, or Blackswords. The Kuroken are not just swords, but can be any weapon made of metal. (For more specifics on the Kuroken check the clan history.)
Through experience and the proximity of the Kuroken's unique auras they develop an "immunity" to some of the harmful effects of the sword. A more accurate analogy is that the Kuroken's chakra slowly seeps into the Kuroha's own and because of the blood relation allows the Kuroken to "attach" themselves to a single user from the clan. Chishio Kougake manifests itself as a tattoo on the back of the hand, its size varying with the individual user (the size of the tattoo has nothing to do with comparative strengths, it's just a sign of Chishio Kougake present, it is also the sign of when a Kuroha youth is ready to attempt attuning with a Kuroken.
Once a Kuroken has "attached" it will not let anyone else, not even another user of Chishio Kougake, wield it. Also if a user does not have the means to supress the "will" of the sword, the berserker state is entered and the full potential of the sword is unlocked, but any control over the wielder's humane aspect is irrevocably lost until the berserker state ends. They become a mindless killing machine with no regard to friend or foe until either the wielder is killed or disarmed and restrained until the bloodlust fades. Usually about a minute or so after being disarmed. Due to the amounts of chakra stored within the blade themselves, when in a berserker state, the wielder's eyes will glow with the flow of chakra. This has no effect (beyond revealing the character to be in a berserker state).
Clan History:
The Kuroha clan was a clan of master weaponsmiths. The perfected the art of weapon-making with new materials, new techniques, and created many of those themselves. During one of the great wars between the countries, some of the strongest members of the clans decided to create a new weapon, one that would be much more powerful, perhaps even as powerful as the legendary sword Kusanagi.
They forged new weapons of chakra-receptive metal, pouring their own chakra as they forged them. They called these powerful weapons, Kuroken, the Blackswords for the color of the metal used to make them. What was unforseen however, was that the material they used was so receptive that it completely absorbed all the chakra and abilities of those who'd forged them, killing their makers and throwing the clan into chaos.
However the Kuroken were created and to keep their clan's sacrifices from being in vain, they used them. It was quickly found that the blades were dangerous, not only to the enemies, but also to all those around the wielder. Ninja after ninja fell into a berserk frenzy, destroying everything around them until the blade was removed from their hand, at which point they spoke of madness within the blades, of voices which thirsted for violence and blood.
Terrified of their clan's creations and the powerful abilities contained within, the Kuroha sealed the weapons with powerful techniques and kept them close and secure, out of harms reach, until the danger they posed was simple myth.
Over time their proximity to the powerful chakra of the Kuroken weakened the seal, although none knew that was the case. Their first indication that something had gone wrong was when their village was unexpectedly attacked by bandits seeking their secret weapons. The sinister chakras of the Kuroken, unattended for so long, longed for bloodlust and violence and drew those with weak wills to them to wield them to such ends. Realizing what could happen if the blades were to be misused, the Kuroha clan packed and left their old home in the Cloud country and became nomadic, rarely staying in a village or a country for more than a generation before moving on again.
Realizing that their weapons would draw people to them, they began to wonder if maybe having one "attach" to a trustworthy enough person could nullify or limit the sword's ability to draw someone to wield them in battle. They developed a technique based upon their blood ties to the Kuroken themselves and created the technique they called the Chishio Kougake, the gauntlet that would let them hold the sword without it biting back.
They realized that the Kuroken, once they had attuned to a person, would not allow themselves to be wielded by anyone else, until their designated wielder had died. This led to a "coming-of-age" ceremony where those who were able to utilize the Chishio Kougake were shown the Kuroken until they found one that was attuned. This made their clan and the mastery with weapons almost more well-known than their skill in crafting them, and the clan often worked as mercenaries of a sort, only taking part of missions for whichever country they happened to be living in.
Before the Nine Tails struck Konoha, the Kuroha clan had moved into the Fire country under the leadership of the current heir's (Renzo's) grandfather Goemon. The clan itself lived outside of Konohagakure's walls and continued to train their own youth in the methods they would need to keep from being overwhelmed and consumed by the Blackswords' bloodlust.
