Properties: The size of a man’s hand, these scales, when summoned, sit perfectly balanced upon whatever surface they touch, ignoring gravity (allowing them to perch on the ceiling, walls, etc.)
Character: Heion; unusable by any other character
Abilities: While useless offensively, these scales are distinctly attuned to chakra, allowing them to be used as rather accurate tracking devices. When in the presence of one of Heion’s opponents, after said person has used jutsu, the scales lean towards the direction where the person is located, regardless of if the opponent is hiding or not, allowing their master to pinpoint his target’s location. After about half a mile, the scales are completely ineffective.

Hmm. You may want to note one thing, that perhaps they have to be attuned to that person's chakra if said opponent uses a jutsu or other... Like, if Tsunade were to use Shousen on a teammate while the scales were summoned, then it would be attuned to her chakra.

Also, a range for what they can detect should be done, to. I'd say probably... Hmm, a mile or two at best.
